Gorebet's reported incident data provides a neighborhood-level view of safety conditions, infrastructure failures, and public-service gaps that supplement formal complaint systems.

What government partners receive

Partner agencies receive access to aggregated incident data for their woreda or sub-city, organized by incident category, time range, and geographic concentration. Data is delivered through the administrative console at admin.gorebet.app.

All data shared with government partners is aggregated above the minimum-report threshold and excludes sensitive categories (gender-based violence, missing persons, child-involved incidents) from general access. Individual incident data is available only under a documented governance agreement with explicit consent and audit provisions.

  • Reported incident data by woreda, category, and time range
  • Infrastructure and utility failure reporting (not enforcement-oriented)
  • Protected-asset incident routing to registered public-service operators
  • Audit trail for all data access and operator actions
  • Anonymous-mode guarantee: citizen reporters cannot be identified from published data
  • Coverage indicators: report-desert woredas are labeled, not silently excluded

How partnership works

Gorebet does not share individual incident records with government partners without explicit governance agreements that specify: the data schema shared, the legal basis for sharing, the recipient's obligations, and the audit path.

At launch, government partnerships begin with aggregate data access at the woreda level. Individual incident data access requires a formal data-sharing agreement and approval from Gorebet's data governance committee.

We explicitly do not recommend that Gorebet data drive enforcement decisions without human review, institutional governance, and bias auditing. Incident data is a supplement to — not a replacement for — field investigation.
